stderr: fatal: unable to access 'https://github.com/opencv/opencv.git/': Failed to connect to github.com port 443: Timed out

those are issues with the CI itself. it fails to git clone from the official opencv repository. I've had that in one of my pull requests too.

I suspect it's got something to do with resources in China being involved.

You can ignore these extra builders. Only "default" check (from pullrequest.opencv.org) is required for now.
