fix #19573

  • enables inline construct and assigns with r-values
  • enables compiler-created default move construct/assigns
  • includes test cases
  • This is only for opencv 4.x branch -- move semantics are only available in c++11 or newer

adding KernelArg and Image2D. force push soon.
