Java: checkHardwareSupport()/setUseOptimized()/useOptimized() calls are not available

Blocked by this [initial patch](https://github.com/opencv/opencv/commit/00b212487635f67e49e10e7fecb2a9d0eb1b2421#diff-af32351bd78c431d8acc34ccc1ad279ff8ea649f0445582692a9a5051314e74bR422-R424) (PR #3103).
