Detailed description

Inspired by the GSoC idea, I'd like to implement the QR Code decoder and encoder in OpenCV without 3rd party dependencies. This could resolve #17152 .

Should the new code overwrite the existing decode function or should it go into opencv_contrib with a new name? Any other suggestions or requirements? I'd like to use this issue to track progress.
