By the way, I want to upgrade macOS on the Mac Mini M1 CI host. Lets see whether there are other problems beside the failure of `Core_GEMM.accuracy".

No idea why the GitHub hosted runner (macos-latest) cannot reproduce the issue 🤷‍♂️

Also cannot see build warnings from the Accelerate New LAPACK issue.

Build log shows that macos-latest was resolved to macos-12 (Darwin 21.6.0 -> macOS 12. According to actions/runner-images#9663, GitHub is doing migration and docs are not mantained correctly. Here we should use macos-14 instead.
