Webchat messages in new sessions don't stream back in real-time; page refresh required to see replies

Steps to reproduce

Use the main session in OpenClaw Control UI — works normally
Create a new session (e.g. "test")
Send a simple message (e.g. "hello")
Observe that the response never appears in real-time

Expected behavior

Responses should stream in real-time in all sessions, including newly created ones

Actual behavior

Messages sent in new sessions hang indefinitely on the frontend. Refreshing the browser page reveals that the reply was generated successfully — the issue is with the streaming/push to the frontend, not the backend processing.
