Regression (worked before, now fails)

Summary

I have noticed that the latest OpenClaw versions have an issue (for me).

Situation:
The agent is inactive, so there is no activity. When I sent a message (both in the GUI, TUI, and Telegram). It takes a few minutes for the agent to become active and reply to me.
Resetting the context window does not help.

Feels like the agent IS doing something even when there is no activity because sometimes it does respond with something else before it responds to my last question.

Steps to reproduce

Check that agent is not active, then send a message.. it takes minutes before agent becomes active and replies.
there is also no writing activity.

Expected behavior

When agent is not active I expect that when I sent a message it becomes active directly and respons.

Actual behavior

waiting for something before it replies?
