[Bug]: Model dropdown in scheduled job "Advanced" settings is missing available primary/fallback models #29668

Summary

When creating or editing a scheduled job, the "Model" selection dropdown within the "Advanced" settings panel does not populate with the full list of available models. Specifically, the models that are available and configured in the primary routing and failure fallback configurations are missing from this dropdown, preventing users from overriding the agent with those models.

Steps to reproduce

Navigate to the creation or edit page for a Scheduled Job.

Expand the Advanced settings section (where options like "Delete after run" and "Clear agent override" are located).

Click on the Model dropdown menu.

Compare the available options here with the models available in the standard primary and fallback configurations.

Expected behavior

The "Model" dropdown should display the complete list of all available models configured in the system (including all primary and fallback models), allowing the user to select any valid model for the specific job run.

Actual behavior

The dropdown options are incomplete. As shown in the attached screenshot (currently showing google/gemini-3-flash-preview), it is impossible to select other models that are otherwise fully available in the primary and fallback settings.
