Summary

Gateway 启动正常 (ws://127.0.0.1:18789)，命令行 agent 可以正常工作，但 Dashboard UI 打开显示 404。

Steps to reproduce

1. 安装 OpenClaw 2026.2.26
2. 运行 openclaw gateway
3. 运行 openclaw dashboard
4. 打开浏览器访问显示 404

Expected behavior

Dashboard UI 应该正常显示 Control UI 界面

Actual behavior

Gateway 以 minimal=true 模式启动，导致 Dashboard UI 没有加载。
