Bug Description

After updating to OpenClaw 2026.2.24, the typing indicator shows "Larry is typing..." even when I am not processing anything or doing any work. The indicator appears and persists even during idle periods.

Steps to Reproduce

1. Update to OpenClaw 2026.2.24
2. Start a conversation
3. Observe that typing indicator appears even when agent is not actively processing
4. Indicator lingers during idle states

Expected Behavior

Typing indicator should only appear when the agent is actively processing a request or generating a response.

Actual Behavior

Typing indicator shows even when agent is idle and not doing any work.

Environment

• OpenClaw version: 2026.2.24
• Channel: Telegram
• Previous version (2026.2.23) did not have this issue

Related Issues

Possibly related to recent fixes in:

• Send stop-typing signal when run ends with NO_REPLY #8785 (Send stop-typing signal when run ends with NO_REPLY) — but this was closed as fixed in Feb
• Typing indicator stops during long tool executions #447 (Typing indicator stops during long tool executions)

The 2026.2.24 update mentioned "Gateway/Restart: fix restart-loop edge cases" — this typing indicator issue may be an unintended side effect of those changes.

Additional Context

The user can see "Larry is typing..." when I am literally not doing anything — no tool calls, no processing, just waiting.
