What is the issue?

The feature request issue template links to:

That anchor does not exist in the README. The repository's actual contribution guidance lives at:

https://github.com/openai/codex/blob/main/docs/contributing.md

This can confuse users who are trying to understand the contribution process before opening a feature request.

I have a small local patch ready that updates the link to docs/contributing.md if maintainers think this is worth changing.
