The main motivation for this migration is that GitHub Apps are centrally owned and maintained as GitHub org assets, and so they are easier to administer.

It also gives us a consistent and more secure path forward for creating unique Apps per repo in cases where a repo needs a bot with more than read-only permission (while maintaining principle of least privilege instead of a shared bot account with write permission across multiple repos).
