This PR is part of a move to upgrade NSIS to 3.08, and moving the built copy of NSIS to its own submodule.
NSIS has been added to a new submodule in nvaccess/NSIS-build#2
Comment nvaccess/NSIS-build#2 (comment) outlines the difference between the old version of NSIS and this one.
The upgrade and move will be incorporated into NVDA in nvaccess/nvda#13398
