In Excel 2016, on any cell, press alt+h then o then h to open the set row height dialog, or alt+h then o then w for set row width. A small dialog appears with a "Row height" label, an edit box and OK and cancel buttons. The focus is in the edit box with the current row height selected.
Expected behaviour: The row height should be read.
Actual behaviour: NVDA reads "blank". Pressing NVDA+tab reads "Row height: Edit focussed alt+r, blank". Moving with the review cursor simply reads "line feed".
Reading the current line reads blank, tabbing around the box and back to the edit, still reads as if the edit is blank.
Pressing an arrow key then starts to find the contents. Pressing up or down arrow reads the contents, pressing left or right arrow or home or end moves as expected around the text and it can then be read.
As soon as you select any text in the field, it behaves as though the selected text doesn't exist. EG currently my row height is "14.4" (mm). If I select the 1, nothing is read, and when I read the line, NVDA reads "4.4".
I tried this in Excel 2016 on Windows 10 (stable and insider) and found the same behaviour. I also tried in Excel 2007 and it behaved as it should (I could read the row height or width).
