Summary of the issue:

eSpeak NG and Unicode CLDR need to be updated.

Description of user facing changes:

Emoji support has been added for Luxembourgish.

Description of developer facing changes:

CLDR has been updated to 48**
eSpeak NG has been updated to commit b0b605c8

Description of development approach:

Updated include/nvda-cldr to the tip of main-out

Followed the steps in include/espeak.md.

Testing strategy:

Ensured that source/locale/lb/cldr.dic exists.

Tested using eSpeak.
