Alpha: Prompt to load AI Image captioner when the keystroke is pressed and the captioner is not loaded #19097

Is your feature request related to a problem? Please describe.

In NVDA Alpha builds, currently, when you press the keystroke to have NVDA generate a description of the current image, if you have not enabled the captioner, NVDA simply reports "Image description is not enabled", necessitating users to go into settings, find the option and enable it.

Describe the solution you'd like

When you press the keystroke to generate a caption and have not loaded the caption, prompt the user with a message such as "The image captioner is not loaded. Would you like to load it and generate a description of the current image now? (Note: Loading the image captioner may increase memory usage).
