updates for linting:

  • ruff from 0.8.1 to 0.11.12
  • pre-commit from 4.0.1 to 4.2.0
  • pyright from 1.1.396 to 1.1.401

Merge as merge commit, to preserve the reference in .git-blame-ignore-revs

I really don't like the way ruff auto formats multi-line strings. I've opened this issue astral-sh/ruff#18436 as an example
