Again Contributors and license files do not open #17529

Steps to reproduce:

Actual behavior:

1 - Open NVDA menu;
2 - Go to Help submenu;
3 - Choose Contributors or license and press Enter

Neither file opens.
An error is logged in the nvda log:
OSError: [WinError -2147221003] Application introuvable: 'C:\Program Files (x86)\NVDA\documentation\contributors.txt'

or:
OSError: [WinError -2147221003] Application introuvable: 'E:\documents\Paulo\temp\nvda 2024.4\documentation\contributors.txt'

This is similar to issue #14725 which only occurred under W11 and which, in principle, has been fixed.
Now this happens under W10 and the correction does not work.
This problem appeared very recently under W10.

Expected behavior:

The contributors.txt or license file should be open in default editor, such notepad.ex
