NVDA still warns about incompatible add-ons when updating to a compatible version #17490

Steps to reproduce:

  1. Install an alpha version of NVDA after Only warn about add-on compatibility when updating to an incompatible API #17370 was merged.
  2. Ensure you have incompatible add-ons installed.
  3. Attempt to update to a newer alpha.

Actual behavior:

NVDA warns that incompatible add-ons are installed and will be disabled.

Expected behavior:

NVDA should not present this warning, as it is now supposed to be presented only when upgrading to a backwards incompatible API.
