Add-ons that have been disabled due to incompatibility still show the "Disabled" menu item under the "Available Add-ons" tab #15919

Description

@cary-rowen

Steps to reproduce:

  1. Install nvda2024.1 Alpha version;
  2. Install some add-ons that are not yet adapted to 2024.1.

Actual behavior:

The "Disabled" menu item still appears under the Actions menu under the "Updatable add-ons" and "Available add-ons" tabs.
I suspect this is a regression caused by #15860.

Expected behavior:

Due to incompatibility, these add-ons are disabled and should not appear as a disabled menu item in the action menu under any tab.
