Steps to reproduce:

1. Enable Speak Command Keys
2. Press NVDA+F1
3. Note that NVDA announces "NVDA NVDA log viewer" - the full command key is interrupted.

Actual behavior:

The command key is interrupted

Expected behavior:

The command key is not interrupted.

I tried with the current alpha version 24170, the behavior is the same.

If NVDA add-ons are disabled, is your problem still occurring?
