language detection for some Chinese punctuations #12097

Steps to reproduce:

  1. Open Firefox
  2. Browse the following sites:
    (a) https://zh-yue.wikipedia.org/
    (b) https://lihkg.com/
    (c) https://www.facebook.com/
    (d) https://github.com/
  3. Type "。", "、",,"【", "】", etc.
  4. NVDA cannot recognize it as a Chinese punctuation

Actual behavior:

NVDA reads them as "ideographic period", "ideographic comma", etc.

Expected behavior:

No matter what the language attributes are, NVDA should read the punctuation marks well in Chinese since I've selected "Trust voice's language when processing characters and symbols". The file of symbols.dic should be loaded properly.

System configuration

Windoes 8.1 version 6.3.9600 Build 9600
Windows 10

Name and version of other software in use when reproducing the issue:

Mozilla Firefox 85 (64bit)

Other information about your system:

Microsoft SAPI, Vocalizer Expressive, Windows OneCore, ESPEAK. All of them do read wrong.
