I'm editing the release notes directly in the maintenance branch. I think that's what Chuck would prefer at this point in the release cycle, but let me know if you'd prefer I send this in against main as a towncrier fragment.
I'll also be separately adding new docs for the free-threaded build on thread safety in NumPy, but I'll be doing that to the main branch.
