Updates x86-simd-sort to latest and fixes build issues when build with cpu-baseline=avx512_spr. Also pulling in updates to CI to test on TGL and SPR to ensure this branch is tested as on those platforms as well. |

Found a way to keep the changes just to fix the build issue without adding any new features :) |
