There is a missed dependency on the new lapack version: this should be a short-term workaround.
Fixes #25273.
I have taken the whole
.github/workflows/cygwin.ymlfile from main as it uses meson for the build and I didn't want to deal with mixing the oldsetupbased build with the fix.
