Getting ValueError: On entry to DLASCL parameter number 4 had an illegal value on aarch64. I kind of lost track where we were with v0.3.15 and aarch64, I think there was an issue?

Ahh, maybe OpenMathLib/OpenBLAS#3270. So I guess v0.3.15 is not viable?

Travis is now passing. Is that good enough or should we have a fix for OpenMathLib/OpenBLAS#3270 before merging this?

Edit: assuming the rest of CI still passes
