The arm64 builds are failing to run, both for NumPy wheels and for
NumPy main using bionic. Try focal instead.

Arm64 is back on line. This PR is still good if we want to use a more recent Ubuntu version.

Well, that didn't work. Looks like arm64 has been dead on Travis for at least 16 hours.

The failure is not due to a lack of credits, apparently they have stopped billing us for hours. We still have about half of our credits available.

Two of the runs actually succeeded in this Pr, just the report did not percolate out. job1, job 2 succeeded, job 3 is hung.

They aren't arm64. The last job that booted on arm64 was the scipy 1.7.0 wheel builds. The NumPy 1.21.0 wheel builds failed shortly thereafter, and the nightly builds also failed. I suppose the only thing to do is wait a while. If it isn't fixed by tomorrow I'll file a bug.

EDIT: I'll file a bug If I can find a place to do that.

Looks like arm64 on travis-ci is working again. This PR isn't needed, but focal has a later expiration date than bionic.
