Fix dot-crawl in interlaced inputs, by conditioning the frame in applying the effect by one field mode.

Fix dot-crawl in interlaced inputs, by conditioning the frame in applying the effect by one field mode.
Now, even interlaced videos can have those moving dot-crawls too, making more realistic.
