Grab data from nspcc-dev/neofs-contract#505. On PUT:

• check container-level limit against current estimation and new object size
• if it's soft, warn on exceeding the limit
• if it's hard, refuse to PUT (think of an additional error code?)
• check user-level limit with the same logic
