Issue
The displayed glyph for Tangut ideograph “𗫡” (U+17AE1), defined in the UCS with 17 strokes (left radical component-141 “𘢌” + 13 residual strokes), L2008-2679. in "Noto Serif Tangut" font is incorrect, it shows 16 strokes instead of 17, where an horizontal stroke is missing in the bottom part of the central component:

It should match this IDS: <U+2FF2, U+1888C, U+18A19, U+1898C> (three Tangut components from left to right: 141, 538, and 397, with respectively 4, 7, and 6 strokes).
The central component-538 is itself composed of two Tangut components from top to bottom: 172 and 058 (with respectively 4 and 3 strokes). Noto Tangut Serif incorrectly uses the subcomponent-019 (2 strokes) instead of the expected subcomponent-058 (3 strokes) for U+17AE1.
