Description of the Issue

UTF-8 related checkbox ("Apply to all opened ANSI file") is not synced with UTF-8 radio button in a scenario.

Steps to Reproduce the Issue

1. Open Notepad++, go to menu -> settings ->preference... and select "New Document"
2. Now, in encoding select "UTF-8" and check "Apply to all opened ANSI file"
3. Now, select last radio button (which is specific to codepage)

Expected Behavior

At step 3, "Apply to all opened ANSI file" checkbox should be disabled and unchecked as well.

Actual Behavior

At step 3, "Apply to all opened ANSI file" checkbox should be enabled and checked as well.
