This is a follow-up to #3196. As a user I'd be confused if
npm_package_config_node_gyp_devdirworked butNPM_PACKAGE_CONFIG_NODE_GYP_DEVDIRdid not. Especially because previouslynpmwould read them as case insensitive as well.
