Closes #5543

This does a general tidy-up of the shade appearance.

Feedback from the current beta is that the shade appearance is too similar to the unshaded state - so doesn't help bring focus.

There were also some UI quirks - shades overlapping, missing etc.

When I started work on fixing the quirks, I added a reddish hue to the shade to help spot some of the issues... and it has grown on me, so I'm going to push it to see what others think.

  • The shade applies to the workspace only
  • Sidebars that cannot be interacted with do not show a visible shade, but get a disabled mouse cursor.
  • The header tabs can now be clicked on, but the menu/deploy button etc get a disabled mouse cursor

The full-screen shade (behind search dialog, action dialog etc) is similarly tinited:
