Summary

  • refresh the repo-local runtime lockfiles so their package metadata matches the current resolver output
  • remove the root preinstall runtime cleanup so installs keep existing runtime artifacts and rely on the postinstall refresh flow instead
  • keep local and packaged runtime installs consistent across controller and desktop workflows
