The Policy plugin gets to see everything entering the pool for the purpose of filtering, but some plugins will just need to see when things enter the pool or are ejected due to no longer being able to fit. We should have a plugin type that gets called when a transaction enters the pool or gets ejected from the pool due to no longer being able to fit.
