Issue is the category names could be considered as official names of those department/sections of parent website. As a protection I need to restrict users to not be able to create any site named from the category names.

For now if a user needs they can request is to a super admin to create it from my-sites.php page.

Later I can verify or check to allow this if the user is super admin in SSW setup wizard.
