Publish version `1.0.0` (`v1`) of the action and test it with other repo

Publish the first production-ready version (`1.0.0`, `v1-beta`) and use it on:

- The [original POC repo](https://github.com/josecelano/library-consumer).
- The [website repo](https://github.com/Nautilus-Cyberneering/chinese-ideographs-website) where the idea came up.
