When clicking on the Paper Toggle, there is a different behavior if you click on the Radio Button itself compared to the Toggle's bar. If you click on the Radio Button, then click the Toggle's bar to toggle it back, the state of the Radio Button is unchanged, so it won't restore to an empty circle, but instead an active Radio Button.
