22-27: Sanity-check availability of Composer 2.8 in CI image

shivammathur/setup-php@v2 only installs officially released Composer versions.
Composer 2.8 is currently pre-release; the job will error out if the tag is not yet published.
Confirm the version exists or pin to the latest stable (2.7.x at the moment).
