Docker 26.0 was released with API v1.45, so any change in the API should now target v1.46.

Do we already have API changes pending? Otherwise we could hold off slightly until we need to

#46809 will be an API change. Would you like for me to wait for this PR to merge, to rebase on this branch in that PR, or take some other approach?
