Add integration test for https://github.com/docker/libnetwork/pull/2415

relates to [FIELD-211]
relates to [ENGCORE-960]
relates to [ENGCORE-692]

This is to tract when  https://github.com/docker/libnetwork/pull/2415 get merged into libnetwork.
when we vendor latest libnetwork to moby, pls add integration test for it. 
I would like to keep this issue as place holder for it.
