Support rendering Jinja2 template syntax in MLflow Prompt Registry

This commit adds official Jinja2 support to MLflow prompt templates,
including auto-detection, sandboxed evaluation, and correct type tagging.
All Jinja2-related tests under tests/genai/prompts/ now pass successfully.
