As a user of the ATT&CK website, I want to be able to quickly access menus and features without excessive clicking.

Currently it takes 2 or more clicks of bootstrap elements for the associated menu to open. This can easily be reproduced on the "ATT&CK Navigator Layers" dropdowns on group and software pages.
