As a user of the ATT&CK website, I want to ensure that my local copy of the data is up-to-date. By configuring the website to pull data directly from a remote endpoint like the MITRE/CTI repo, I can make sure every build uses the latest data.

Modify the site so that it can pull data from a remote endpoint over HTTPs. This can be configured largely like the Navigator. We must ensure that the site can still be built from local data, so if a filepath is specified instead of a remote resource it should still work.
