Tanstack Query Integration – Add support for global default options per procedure #1051

It would be very useful if oRPC's Tanstack Query integration allowed defining global default options per procedure. This would simplify common use cases such as:
- Overriding global
queryKey - Automatically revalidating queries on mutations
- Providing consistent behavior across queries without repetitive configuration
