Following #2397, projects that use both windows and windows-sys will pull in two different versions of windows-targets.

If windows-sys could do a 0.45.1 release with e03d14e#diff-7ff02d5c48fe75c1db04d56783f84ed8c869f5211ab94f4840259f7533f656b4 included, that'd allow trimming down the dependency tree.
