Steps to Reproduce:

1. I create PR from VS code
2. I added reviewers x, y and z.
3. Raised the PR from VS code
4. Now in GitHub I'm seeing I requested review from x, y and z and removed request for a, b and c.
   where a, b and c are CODEOWNERS

I don't want to remove the CODEOWNERS
