duplicate @mention suggestions #5222

Type: Bug
When @mentioning another user in a PR comment I get duplicate autocomplete results for every user. For context I'm working with private organization repos so all the autocomplete options are for members of the organization. In addition I don't see duplicate results when adding reviewers.
