Create PR icon dissapears from Source Control view #3410

Issue Type: Bug
When I first launch Vscode, there is a "create PR" vertical column/icon in the "Source Control" view.
Usually within 30 seconds after launch (though sometimes it stays visible longer) that PR icon column dissapears until the next time I relaunch Vscode.
I can still create a PR with the control pallette or by going to the GitHub extension icon in the Activity Bar.
