Shortcut for creating virtual environment with ipykernel preinstall for default Python interpreter on macOS/Linux

1. If user doesn't have a conda or venv environment in active workspace, then ensure `create new environment` is the suggested and selected item in kernel picker
2. If ipykernel is not installed and we display error in output, then ensure we have a link to create new environment that also installs ipykernel.
